Job Overview

The Infrastructure Project Controls Manager will be responsible for establishing and maintaining robust project control systems for the Menzel Temime development, ensuring that the project is delivered on time, within budget and to the highest quality standards. Reporting directly to the Project Director, the incumbent will collaborate with multidisciplinary teams, including design engineers, procurement specialists, construction supervisors and client representatives. The role involves the implementation of advanced digital tools for cost estimating, earned value management, forecasting and risk analysis, aligning with Bouygues Construction’s global best practices.

Key objectives include developing baseline schedules, monitoring progress against milestones, analyzing cost variances, and providing actionable insights to senior management. The manager will also be the primary liaison for external auditors and regulatory bodies, ensuring compliance with Tunisian construction codes, health and safety regulations, and sustainability guidelines. Key Responsibilities

  • Develop and maintain detailed project schedules using Primavera P6 or equivalent, integrating all disciplines and subcontractors.
  • Implement earned value management (EVM) processes to track cost performance, schedule performance and forecast final project outcomes.
  • Prepare monthly cost reports, variance analyses, and cash flow forecasts for senior management and client stakeholders.
  • Identify, assess and mitigate project risks through quantitative risk analysis and contingency planning.
  • Coordinate with procurement to monitor material deliveries, change orders and contract variations.
  • Ensure compliance with local construction regulations, environmental standards and Bouygues Construction’s internal policies.
  • Facilitate regular project control meetings, presenting performance dashboards and corrective action plans.
  • Support the Project Director in decision‑making by providing data‑driven insights and scenario modeling.

Required Skills

  • Proficiency in project management software (Primavera P6, MS Project) and cost control tools (SAP, Oracle Primavera Cost).
  • Strong analytical abilities with expertise in earned value management and financial forecasting.
  • Excellent communication skills in French and English; Arabic is a plus.
  • Ability to lead cross‑functional teams and influence stakeholders at all levels.
  • Solid understanding of Tunisian construction codes, health & safety regulations and sustainability standards.
  • Problem‑solving mindset with a focus on continuous improvement and innovation.

Education

A Bachelor’s degree in Civil Engineering, Construction Management, Project Management or a related field is required. A Master’s degree or professional certifications such as PMP, PMI‑ACP or a Certified Cost Engineer (CCE) are highly desirable.

Experience

Minimum of 5‑7 years of experience in project controls, cost engineering or construction management on large‑scale infrastructure projects. Prior experience in the Tunisian market or North African region is advantageous.

Salary

The position offers a competitive salary range of 5000‑8000 SSP per month, commensurate with experience and qualifications, along with performance‑based bonuses.
