Job Purpose

The Administrative and Finance Officer plays a key role in managing financial and administrative operations. The position ensures proper use of resources, compliance with policies, and efficient support to programme delivery in Tunisia.

This role directly contributes to maintaining UNICEF’s credibility as a responsible and effective manager of donor resources.


Key Responsibilities

1. Policy, Procedures & Compliance

  • Ensure consistent application of UNICEF financial and administrative policies
  • Provide guidance to staff on rules, procedures, and regulations
  • Support strategic planning and administrative decision-making
  • Recommend improvements in systems, controls, and internal processes
  • Identify and escalate potential risks or issues

2. Financial Planning & Budget Management

  • Support budget planning and financial forecasting (CPMP process)
  • Review expenditures and ensure compliance with financial guidelines
  • Monitor implementing partners under HACT framework
  • Analyze financial reports and identify anomalies
  • Support donor reporting and strategic financial planning

3. Accounting & Financial Control

  • Process payments, journal entries, and financial transactions
  • Ensure compliance with IPSAS, donor rules, and internal policies
  • Manage account closures (monthly, quarterly, yearly)
  • Monitor bank reconciliations and financial accuracy
  • Investigate and resolve financial discrepancies

4. Administrative Support

  • Manage office services (travel, transport, procurement, equipment, etc.)
  • Support office infrastructure and logistics efficiency
  • Liaise with vendors and service providers
  • Maintain inventory and asset management systems

5. Treasury & Cash Management

  • Manage bank accounts, cash flow, and petty cash
  • Monitor cash forecasts and liquidity requirements
  • Maintain relationships with banks and financial institutions
  • Ensure timely reconciliation of accounts

6. Knowledge & Capacity Building

  • Promote ethical financial management practices
  • Support staff training and operational improvement
  • Share best practices and contribute to process optimization

Requirements

Education

  • Bachelor’s degree in Accounting, Finance, Financial Management, or related field
  • CIPFA diploma accepted as alternative qualification

Experience

  • Minimum 2 years of professional experience in finance, accounting, or audit
  • Experience in international organizations or large corporations preferred
  • Experience in UN or development sector is an advantage
  • Strong knowledge of Excel required
  • Experience with ERP systems (SAP preferred) is an asset
  • Knowledge of IPSAS or IFRS is an advantage

Languages

  • Fluency in Arabic, French, and English (mandatory)
  • Additional UN or local languages are an advantage
