Job Overview
The Public Financial Management Officer will be based in the Kasserine regional office and will support the Ministry’s mission by overseeing budget preparation, execution, and monitoring for public projects within the governorate. This role involves close interaction with local authorities, ministries, and external auditors to ensure that financial resources are allocated efficiently, expenditures are compliant with regulations, and reporting is accurate and timely. Key Responsibilities
- Prepare, consolidate, and review annual budgets for the Kasserine governorate, ensuring alignment with national fiscal priorities.
- Monitor and analyze budget execution, identifying variances and recommending corrective actions.
- Coordinate with local municipalities and public institutions to collect financial data and ensure compliance with accounting standards.
- Produce monthly and quarterly financial reports for senior Ministry officials and external stakeholders.
- Assist in the implementation of public financial management reforms, including the adoption of e‑budgeting tools.
- Support internal and external audit processes by providing required documentation and explanations.
- Develop training materials and conduct workshops for regional staff on budgeting, financial reporting, and regulatory compliance.
- Collaborate with the Ministry’s IT department to enhance data collection systems and improve data integrity.
Required Skills
- Strong analytical and quantitative abilities with proficiency in financial modeling.
- Excellent knowledge of public sector budgeting, accounting standards, and fiscal regulations.
- Advanced proficiency in MS Excel; experience with ERP or financial management software is a plus.
- Effective communication skills in Arabic and French; English proficiency is advantageous.
- Ability to work independently and manage multiple priorities under tight deadlines.

Education
A minimum of a Bachelor’s degree in Finance, Accounting, Economics, Public Administration, or a closely related discipline is required. Candidates holding a Master’s degree or professional certifications such as CPA, CMA, or equivalent will be given preference.
Experience
Applicants should possess at least three to five years of relevant experience in public financial management, governmental budgeting, or a similar role within a public sector organization.
